I-821D approved but I-765 pending: what does it mean?

For DACA category (c)(33), USCIS says adjudication of Form I-765 filed with Form I-821D does not begin until it decides the deferred action request. This explains the order of review; the source does not give a fixed waiting period between the two decisions.
